Lexington City Council appoints Stephen ‘Bit’ Holton as City Attorney

Lexington, NC. – January 14, 2025 – Lexington City Council has appointed Stephen ‘Bit’ Holton as a full- time City Attorney for the City of Lexington, effective Tuesday, January 14. From 2018 to present, Holton has served part-time as City Attorney, managing a variety of legal matters on behalf of the City of Lexington.

“The City of Lexington is fortunate to be able to bring on a full-time City Attorney who has as much experience as Mr. Holton” said Mayor Jason Hayes. “We are sincerely appreciative of his last six y ears of service and look forward to his continued service in the years ahead as we continue to experience tremendous growth and opportunity in our community.”

Holton attended the University of North Carolina at Greensboro earning a Bachelor of Science degree in Economics in 1977. He was a Cum Laude graduate and a member of the Omicron Delta Epsilon Honor Society. He earned his Juris Doctor from Wake Forest University School of Law in 1981. He was admitted to practice law in the state of North Carolina in 1981. He was also admitted to practice in North Carolina: United States District Court, United States Bankruptcy Court, and United States Tax Court.

Since 1981, he has focused his practice on land use planning matters, municipal law, residential real estate and commercial closings, estate planning, as well as corporate and commercial law. From 2000- 2003, he served as the County Attorney for Davidson County, NC. While serving as County Attorney, he participated in the development of Davidson County’s Land Use Plan, as well as various zoning ordinances and amendments. He served as attorney and was qualified as an expert in the practice of real estate on behalf of Alcoa Power Generating, Inc. in The State of North Carolina et al. vs. Alcoa Power Generating, Inc.

From 1981-2000, Stephen C. Holton “Bit” was a partner in the law firm of Holton & Holton in Lexington, NC, where he practiced with his father, Frank P. Holton, Jr., who practiced law in Lexington, NC for over 50 years. From 2000 to present, Stephen C. Holton “Bit” has continued to practice law in the State of North Carolina which includes his work for the city since 2018.
